The year is 2808. Oedo (Tokyo) is a vast, multi-levelled nightmare of huge, computer-controlled buildings, cybernetically-augmented humans, and a dark underworld. Crime of all kinds is rife. Working on the assumption that it takes a thief to catch a thief, a special division of the police has been set up, comprised of convicted criminals taken from the orbital prison and offered a reduction in their sentences in return for catching criminals - not quite such a good deal as it may sound since most of the 'cyber cops' carry sentences of around 300 years each and the reductions tend to be around 6 months for each successfully completed mission. But it's better than no chance at all…

The trio of OAVs in the series concern three such 'cyber cops' - Benten (Merrill Yanagawa), Sengoku (Sengoku Syunsuke), and Gogul (Gabimaru Rikiya), each with special skills and attributes. And each with the collar around their neck that marks them as a 'cyber cop' - and which can be set to blow their heads off if they don't complete their missions in time…
