Extracts from the first Council after FullMoon (Transcribed and filed by Endomame, Thinker, Archivist to the King's Council)

Internal Affairs - Debates and Decisions

After the attack on the R'ren'nkh'ian Prince, Zha'haarak, it has been decided that in the event of a Saiya-jin/alien claiming, it shall be deemed illegal for any other party to challenge the claim - the sole exception being if the claim was made under duress, in which case representation shall be made to the council for the claim to be annulled. Each such case shall be dealt with on its own merits.
      Punishment for breach of this ruling shall be at the discretion of the diplomatic corps, who are hereby instructed to set up and train a select group (to include at least one member of the Elite Guard) which may be called upon to deal justice in such an event.
      [Note: the punishment for the Elite Guardsman Cendawan has yet to be determined. The Council awaits the assessment of Commander-in-Chief of the Offworld Forces at the present time.]

[Question raised by Nenas, Elite Guard representative on the King's Council]. Some concern has been raised over the number of aliens now resident on Vejiitasei - and the continuing number wishing to live onworld. We have plenty of room, but if the influx continues, we are in danger of being outnumbered. And we have no way of knowing how many are already here…
      It was decided that a central registry must be set up at the earliest opportunity, to process all new incomers: Manzano will organise this as soon as possible, and take the appropriate steps to have all current alien inhabitants registered by the end of the next year. The Elite Guard are to assist in this task.
      The Saiya-jin-no-Ou has decreed that incomers should be allowed under the following conditions:

1) They have a skill or ability of use to the Empire.
2) Or they have close family already onworld, and can be supported by said family.
3) Allies should be subject to no such restrictions, but must still register.
[Note: these are subject to change according to changes of circumstance]


The problem of the hash'shavven was raised. The Saiya-jin-no-Ou made it quite clear he wishes for the species' entry into the Empire as allies - if their abilities are as wide ranging and as powerful as the Lady Leteetza (with the tentative corroboration of Royal Consort Radittsu) have reported they will make a superlative military force. [note: This means they will become living weapons.]

Councillor Limau was concerned that they might not agree to such a use of their talents: the Saiya-jin-no-Ou believes that the act of returning them, freed, to their homeworld will be ample recompense for the use of their skills as and when necessary.
      This remains to be seen. In the meantime, the diplomatic corps are attempting to negotiate with the Omanir.

[The following point was raised by the Saiya-jin-no-Ou in private session after the R'ren'nkh'ian High King had left the Council chamber]
      As the lizard mentioned to me in private discussion, the moon is a vulnerability for us: if it were destroyed we would be placed in a very precarious position. [Interjection by Pisang, representing the non-Elite military on the King's Council - precarious? Fucking disastrous!!] Until we can find an alternative to the need to experience FullMoon at least once every fourteen years, we need a much stronger defence for the moon.
      This statement led to some heated discussion amongst the Council members, and a number of suggestions - perhaps the most notable of which was Councillor Limau's proposition that Commander-in-Chief Nappa should allow himself to be thoroughly examined to see what it was that made him immune to the need. [The Saiya-jin-no-Ou's response to this had been sceptical, at best - but he agreed to approach the Commander with the proposal…]
      One possible solution is the use of nitorine in conjunction with specially trained Elite in the ships we already have permanently stationed close to the moon. The Saiya-jin-no-Ou mooted the possibility of a garrison being constructed actually on the moon itself: King's Liaison Nashi has been ordered to approach the Feeodoreean-Ablinian team onworld with a view to exploring the feasibility of such a construction, and to report back to the Saiya-jin-no-Ou as soon as possible.
      Mention of the Hassinan ki-focussing mineral led to speculation as to whether the Hassinan should be told the real reason they were welcomed into the Empire so speedily - if, indeed, they already knew about the qualities of nitorine and expected an easy entry. This idea was quashed, however: the Hassinan have no ki to speak of and were unaware of its existence until their diplomatic mission to Vejiitasei. To believe that they were aware of the significance of what is, to them, just a pretty gemstone is sheer folly.
      It was decided not to enlighten them at present, especially in the light of the latest report from the Feeodoreean team on Hassina

Alliance affairs.

The R'ren'nkh'ian High King has reported that there are still too few gn'ap'pa and gn'ick'lehe being hatched to service the mining needs onworld: the corps and the Council are to investigate the possibility of transporting Sabaku-jin slaves to R'ren'nkh'ia to cover the deficiency.
      [note: the High King is not at all enamoured of the idea but accepts that it may be necessary until a more acceptable solution can be devised…]

Vinas and his team report that they have made no significant advances in their attempts to devise some kind of contraceptive for the zn'hre, but are hoping to have more success once the researchers on R'ren'nkh'ia have finished their investigation into the zhaneer ship and its dead crew.

… it is my personal belief that the Anzu conspiracy is not dead; there are still sufficient numbers of the conservative old guard alive to cause a very real threat. Sire, I urge caution. Be on your guard, alert the Elite Guard, and let us do all in our power to root out any traitors that may still exist…

FullMoon
      On the continuing investigation into the cause and source of the ouzaru transformation - particularly the questions as to whether it can be voluntarily controlled, and if there is some way of overcoming the necessity of returning to Vejiitasei every other FullMoon:
      The FullMoon effect was monitored closely from our ship in orbit, as well as from recording equipment on the surface of Vejiitasei, and we are currently in the process of collating and examining the data. We will most certainly report back to the Council as soon as we have anything to report, which we anticipate should be in about 10 days. And may I express our thanks that we were permitted to observe and document such a unique and significant event…

External Affairs
      We would urge the Council to press for the assimilation of G'geckah into the Empire. Their medical knowledge and expertise is unparalleled amongst the known worlds, and would significantly add to our fund of resources…


External affairs - urgent memo from Porto (Feeodoreean chief researcher into planetary physics) to the Council

Data from our colleagues on Hassina shows that the planet is becoming increasingly unstable. Our mining operations there are weakening the planet's (already appallingly thin) crust, and there is a real danger that continued interference on our part will have catastrophic results. I urge you to use more caution…

[Disregard warning. We need the nitorine - use all available methods to extract as much as possible before the planet blows. If necessary we'll resettle the Hassinan - there are so few of them it won't be difficult…- Vejiita]

Extract of report from Feeodoreean environmental control

…. and it is with considerable pleasure that we can confirm that Vejiitasei has now returned to its optimal state. All the damage caused by the Tsufuru-jin - primarily the atmospheric pollution that gave the sky its red/green coloration, and the poisoning of the land in a mistaken attempt to increase agricultural productivity - has been reversed: the Saiya-jin use of ki instead of ecologically damaging nuclear power and fossil fuels has contributed to this, as has their much slower population growth, which has meant that no new dwellings have needed to be built since they took over the planet. It's regrettable that the Tsufuru-jin had to be exterminated to effect these changes, but in the long term much better for both the planet and its inhabitants….

Ellim (8 lightyears) Annexed in the first year of the Empire. A low gravity world, used principally as a training ground for the offworld military.
Feeodore (6.5 lightyears) Requested alliance with the Saiya-jin even before the Empire was created. The scientists of the galaxy, the Feeodoreeans' intense curiosity and obsessive desire to know has made them invaluable to the Empire, and their world is kept under very careful guard by the offworld forces.
Fidim (3 lightyears) Annexed in the first year of the Empire. Buffer between the Empire and the Fendar.
Hassina (1,205 lightyears) Requested to join. Source of the priceless ki-focussing mineral nitorine. A permanent Kori-jin force is stationed onworld, and two destroyers from the offworld military remain nearby at all times.
Kemuri (302 lightyears) Annexed in the second year of the Empire. A gas giant, source of rare elements used by several of the technologically advanced races.
Kink'l'hrl (9.4 lightyears) Annexed in the first year of the Empire. Genetic manipulation specialists: the world also serves as a useful refuelling station for the offworld military.
Kinzoku (4.9 lightyears) Conquered in the second year of the Empire. Their employment of the Inu-jin as warriors posed a threat to the Empire, and was eliminated by the offworld forces: the planet is now used as a source of slave-labour.
Kori (479 lightyears) Joined willingly: a warrior race whose size, strength, stamina and ability to withstand extreme cold makes them a useful adjunct to the off-world military. Their resistance to the ki-suppression effect of Hassina has meant the Empire has been able to maintain a strong presence onworld, even though no Saiya-jin can exist there for long.
Lopoldo (393 lightyears) Annexed in the second year of the Empire to avoid it being taken over by the Karilun. Highly cultured, the artistic wares from the planet are coveted by many other species.
Muruanaa (46 lightyears) Requested to join to avert threat of hostile takeover by the Fendar. Useful artisans.
Sabaku (19 lightyears) Two mooned desert world similar to R'ren'nkh'ia. Conquered and the population enslaved in the second year of the Empire with the help of R'ren'nkh'ian warriors. Had posed a threat to Vejiitasei.
Shimosei (702 lightyears) Annexed peacefully in the second year of the Empire. Used as a buffer between the Saiya-jin Empire and the Qeft Realm: a permanent garrison of Kori-jin keep a watchful eye on Qeft space.
Taanke (407 lightyears) Annexed in the third year of the Empire. Buffer between the Empire and the Fendar. Another warrior race, the Taanke-jin use ki offensively - what they lack in precision they make up for in large scale destruction.
Turv (1,002 lightyears) Requested to join to prevent invasion by the Karilun.
Yorr (9.5 lightyears) Annexed (with some difficulty) in the first year of the Empire. Weaponry experts and innovators.
Yumei (107 lightyears) Peaceful annexation in the second year of the Empire. Buffer between the Empire and the Budoushu.

Hanbai (1,001.5 lightyears) continues to serve a useful purpose as a refuse pit for criminals of all species.


Threats to the Empire

Budoushu - (108 lightyears) A three mooned world. Inhabitants are ki-users, dangerously unstable and entirely unpredictable.

Karilun - the Karilun Empire is older and larger than the Saiya-jin Empire: at the moment we are no more than an irritation to them, but the Council foresees a time when there will be direct confrontation. To this end the Empire continues to seek out and annex worlds whose inhabitants are sympathetic to the Saiya-jin; antipathetic to the Karilun; and/or ki users.

Katsusei - subject of a recent military takeoever by their neighbours the Fendar-jin. With the ki-using Katsusei-jin under their control, the Fendar-jin represent a definite threat to the Empire, being only 350 lightyears distant. The offworld forces patrol just outside their homespace regularly, but more positive action may be necessary in the near future.

The Qeft will be the subject of a separate report. The diplomatic corps is currently in negotiation with the Realm.


Current projects (a brief report from Manzano to the Saiya-jin-no-Ou)

The Empire's overtures to the G'geckan Gglixgai [democratic ruling council] have so far been very politely but very definitely rebuffed. The diplomatic corps will continue its efforts to persuade G'geckah to join the Empire, as this world's medical expertise - not to mention their administrative skills - are extremely desirable. We have no wish to see them fall into the hands of another race, and to this end have ordered that the craft guarding Hassina keep a close eye on its sister world.

Ghrakigh is a special case. Since discovering the hash'shavven's extraordinary natural abilities, it has become imperative that the Empire take back their homeworld and repatriate the species - without letting the Omanir know of what their slaves are capable. To have such a powerful race as allies would increase our security immeasurably, and to this end we have approached the Omanir Soutanate with an offer to provide them with an equivalent world on which to settle, citing our wish to settle Grakigh with our own people. This they have declined, as they have also declined to ally with us - indeed, with any other power. In itself this is not so surprising, as the Omanir are themselves a powerful species, renowned warriors, fearless in battle and unforgiving of any who offend them.
       But this poses a very real problem. The more time that passes, the greater the risk that they will come to know of the hash'shavven's abilities. There is the additional problem that the hash'shavven themselves, never particularly numerous, have been severely reduced in number since their subjugation: the reports I have suggest that there are no more than a half a million of them left. I believe we will have to take the world - and the hash'shavven - by force.
       Nevertheless, I would recommend that we wait until we have enough nitorine to be able to threaten Omani itself - the Omanir have powerful friends and will respond to any attack quickly and with deadly force.
       In the meantime, we will consider other ways to overcome the problem…
